PROBLEM TO BE SOLVED: To provide a medical treatment instrument light in weight and giving refreshing feeling when being worn, in addition to low power consumption and high response speed.SOLUTION: A flexible organic EL panel includes a first electrode 1, an organic light emitting layer 4 and a second electrode 7 which are laminated sequentially between the inner surface of a transparent base material 8 and the inner surface of a sealing base material 9. In the organic EL panel, a functional layer 11 is formed on the external surface of either the transparent base material or the sealing base material.
