A hydraulic circulating power generation device comprises a floating unit floatable on water and a water drawing unit pivoted to the floating unit. The water drawing unit comprises a water drawing pipe extending through and pivotally mounted to the floating unit, a water drawing screw mounted in the water drawing pipe, and a power source controllably driving the water drawing screw. The water drawing pipe has a water drawing end located underwater and an opening end distant from the water drawing end. The power source drives the water drawing screw to make water move from the water drawing end toward the opening end. Using the power source to drive the water drawing screw helps reduce energy loss and also increase the overall efficiency.
