PROBLEM TO BE SOLVED: To provide a multi-agent type bleaching agent or oxidation hair dye capable of suppressing the mixed agent from dropping down from hair when applying or being left alone and capable of well foaming the mixed agent on the hair.SOLUTION: The bleaching agent or the oxidation hair dye comprises at least the first agent including an alkaline agent and the second agent including an oxidation agent and is used as the mixed agent by being mixed. The above first agent or the second agent are each in a liquid shape or a gel shape. In the case of the oxidation hair dye, the above first agent further includes an oxidation dye. At least one of the first agent and the second agent includes at least one of the first surfactant component of an anionic surfactant and an amphoteric surfactant. At least one of the first agent and the second agent includes a nonionic surfactant as the second surfactant component.
