PROBLEM TO BE SOLVED: To provide compositions and methods for promoting the formation, proliferation and recruitment of TR1 cells and/or Breg cells, effective for treating or preventing a viral infection or an autoimmune disorder such as multiple sclerosis and diabetes.SOLUTION: A complex comprises a nanoparticle and disease-relevant antigen-MHCII complexes. The nanoparticle has a diameter selected from the group consisting of: a diameter from about 1 nm to about 100 nm; a diameter from about 1 nm to about 50 nm; a diameter from about 1 nm to about 20 nm; and a diameter from about 5 nm to about 100 nm. The ratio of the number of antigen-MHCII complexes to the number of nanoparticles is from about 10:1 to about 1000:1. The nanoparticle is non-liposomal and has a core, preferably a gold or iron oxide core.
