PROBLEM TO BE SOLVED: To provide a data converter and a data conversion program which are suitable for quantitatively predicting a temporal change in sensitivity from a temporal change in the amount of stimulation.
SOLUTION: The data converter has an analyzing means (S3) to extract a plurality of time frequency components included in temporal change data by wavelet analysis of the temporal change data of the amount of stimulation, a weighting means (S5) to weight the extracted time frequency components by a weight coefficient predetermined from the relation between the temporal change in the stimulation amount and the temporal change in human sensitivity, and a synthesizing means (S6) to predict sensitivity given to a human when the stimulation amount is temporarily varied as per the temporal change data by wavelet synthesis of the weighted time frequency components.
