PROBLEM TO BE SOLVED: To provide a dopa oxidase activity inhibitor, a melanogenesis inhibitor, a skin whitening agent and a skin care preparation for external use high in safety, capable of inhibiting dopa oxidase activity and useful for a cosmetic, a drug or the like.SOLUTION: The dopa oxidase activity inhibitor, the melanogenesis inhibitor, the skin whitening agent and the skin care preparation for external use comprise Peristrophe japonica that is Peristrophe japonica of Acanthaceae Peristrophe japonica genus species or an organic solvent extract thereof as an effective ingredient. The Peristrophe japonica can be used by cutting, crushing, grinding and squeezing the whole plant, the leaf, the fruit, the seed, the flower, the stem, the rhizome, the root, the root tuber or the like of the specie as it is, or drying or powdering these treated materials.
