PROBLEM TO BE SOLVED: To provide a method for pulverizing tea leaves which inhibits the temperature rise to process tea leaves, and has higher pulverization performance (pulverization rate per unit time) to provide a pulverized product having a fine particle size, and to provide a pulverizing apparatus using the method.SOLUTION: A liner 2b has multiple uneven portions 2G on a cylindrical inner peripheral surface, a pulverizing rotor 20 has multiple pulverizing blades on the outer peripheral surface, and the cooperation of the liner and the rotor pulverizes the tea leaves.
