An object of the present invention is to obtain a dispersion in which a water-repellent inorganic powder is dispersed in water. The dispersion can be handled easily because the dispersion medium is water. In the case of using the dispersion for cosmetics, the dispersion can be suitably used when an inorganic powder subjected to a water-repellent treatment is mixed in an aqueous cosmetic.
