PROBLEM TO BE SOLVED: To provide a dialysis powder dissolving apparatus and dialysis powder dissolving method capable of easily and reliably dissolving the dialysis powder that is stuck to an inner peripheral wall surface of a dissolution bath in a dialysis powder dissolution process.SOLUTION: The dialysis powder dissolving apparatus includes: a liquid delivery pump P1 capable of delivering liquid in a first dissolution bath 2 to a second dissolution bath 3 an overflow line L5 causing liquid exceeding a prescribed liquid level in the second dissolution bath 3 to flow to the first dissolution bath 2 stirring means 4 disposed at the second dissolution bath and control means 5 for controlling the liquid delivery pump P1 to deliver the liquid at discretionary timing. The dialysis powder dissolving apparatus dissolves the dialysis powder stored in the second dissolution bath 3, in water fed to the first dissolution bath 2 to create dialysis liquid concentrate.
