Disclosed is a waste disposal bag that is easy to handle and can be manufactured at low cost. A first bag 1 made of water-soluble paper and a second bag 2 made of a synthetic resin, which is accommodated in the first bag 1 and provided with folding portions 21a and 21b on both sides. In the filth disposal bag 3, the folding portions 21a and 21b of the second bag 2 are opened to the outside, and the first bag 1 and the second bag 2 are both stretched flat. The outer width W2 is in the range of 1.01 to 1.25 times the inner width W1 of the first bag 1, and the height H2 from the bottom of the second bag 2 to the opening edge is the first width. It is a range of 1.4 to 1.6 times the depth H1 inside the bag 1. The water-soluble paper constituting the first bag 1 is impregnated with a deodorant or contains a deodorant in the paste.
