A water tank is formed at the bottom of a support plate in a body so as to be provided with and store water from the outside through a water feeding hole. A pump is settled on the support plate, wherein the pump downwardly forms a suctioning pipe in the water tank and has a discharge pipe connected with the top thereof. A motor connected with the pump through a drive shaft is settled on the support plate so that water in the water tank can be suctioned by means of the operation of the pump. A battery connected with the motor and connected with a charging socket with which an external charging plug can come in contact is settled on the support plate, so that a power source is supplied to the motor. A fixed supplying groove is formed in a fixed body at the top of the body. The discharge pipe is coupled with the feeding hole connecting with the fixed supplying groove. The pump is operated by means of the operation of the motor, and water discharged through the discharging pipe can be provided. A rotary supplying groove is formed in a rotor, and multiple discharging holes are formed on the outer circumferential surface of the rotary supplying groove. Water supplied to the fixed supplying groove of the fixed body can be provided. The rotor is rotated by means of a rotating means of the rotor.
