Disclosed is a clear multi-layered liquid cosmetic which includes: (A) not less than 0.0005% by weight, and not more than 1% by weight of nonionic surfactant configured by a single species, or two or more species of nonionic surfactants, having an HLB of the single-component surfactant or the mixed surfactant of 5 to 11； (B) not less than 0.05% by weight, and not more than 5% by weight of a water-soluble cellulose derivative； (C) not less than 10% by weight, and not more than 90% by weight of an oil having a viscosity at 30°C of not more than 30 mPa·s； and (D) water, configured to separate into multiple layers when allowed to stand still, and to form an O/W-type emulsion when mixed by shaking.
