The present invention is directed to a foaming composition comprising: from about 18% to about 36% of one or more anionic surfactants from 0 0.1 to about 5% of one or more viscosity modifiers with a molecular weight of from about 38 to about 2800 from about 0.1 to about 10% of an anti-dandruff particulate from about 1% to about 10% of a blowing agent, and wherein the foam density is from about 0.05 to about 0.25g/ml.
