According to one embodiment of the present invention, a flexible substrate having a first side and a second opposite side and a plurality of micro penetrator devices, each micro penetrator device having a head and a biological First and second protrusions extending from the head for penetrating the barrier are included. The first and second protrusions at least partially penetrate the flexible substrate toward the first side, and the head includes an elongated arm that spaces the first and second protrusions.
