The present invention relates to an algorithm raised block visually impaired person guide system and a guide method in which a serial number is provided for RFID/NFC. According to the present invention, an RFID/NFC tag that is disposed in a block or a road line is wirelessly recognized when a visually impaired person walks along the block or the road line so that a traveling direction can be notified by voice along with voice information as to the traveling direction according to direction change during traveling direction change. Also, position sound information as to a branch point, a stand-by point, a destination point and the like on a walking flow and sound information as to a danger area can be provided. The present invention includes a raised block that is disposed on a road or indoors； an RFID/NFC tag including specific algorithm data in which order and position values are set in the raised block so that a position according to the traveling direction can be sounded with the position value read through communication with a stick in the direction in which the visually impaired person moves； and a block formed of an intersection block at a part where raised blocks cross each other so that the current position of the visually impaired person can be apprehended. When communication is performed between the stick of the visually impaired person and the RFID/NFC of the two or more raised blocks disposed in the road, the visually impaired person is notified of the left, the right, the front, the back, the branch point, the stand-by point, and the danger area by the stick and a situation according to the direction is notified even during a movement in the traveling direction or a reverse direction.
