PROBLEM TO BE SOLVED: To solve the following problems: it is difficult to manufacture sheet-like materials, materials become unnecessarily thick since large wrinkles are made at a periphery of a pile bundle, gaps formed by the wrinkles decrease permeability of a liquid in a front-back direction, fiber ends project from the pile bundle to stimulate the skin.SOLUTION: A sheet-like material 80 for absorbent article is formed by: arranging a fiber aggregate layer 83 formed by aggregating continuous fiber which is continuous in a predetermined direction in a bundle shape without joining the fiber along the base layer 81, on one side of the base layer 81 fixing the fiber aggregate layer 83 to the base layer 81 intermittently in a predetermined direction shrinking the base layer 81 to push an unfixed part between base layer fixed parts 82 of the fiber aggregate layer 83 so as to be separated from on side of the shrinkable base layer 81 and forming a pile bundle 84.
