PROBLEM TO BE SOLVED: To control paddy field weeds by a floating material for decorating the water surface, spraying of water grass seeds, and light shielding for agriculture, forestry and fisheries industry to easily form a light shielding system and a chemical spraying system with a material sustained releasing agricultural chemicals for a countermeasure to microcystis or blue-green algae, fertilizer effect components and microorganisms, a soil improving material, an adsorbed hazardous substance-decomposing material, and a material for preventing harmful aquatic insects and pollution to efficiently recover used material to treat document waste paper for security protection.SOLUTION: Coloring materials or effective components are added to strips, such as paper pieces, to make them float on the water surface. A carbonized material, a dissimilar product and the like can be used together. Light shielding, application of the effective components, and enabling recovery enable control of weeds, alga, and harmful organisms and prevention of overdosage. A scaly or strip material floating on water surface can be also used for decoration and as a sustained release material. A paper piece, a waste paper piece, a carbonized material, a semi-carbonized material, a particulate of heat-treated material, or a molding is treated with a hydrophobic material, preferably with oil-and-fat having a low specific gravity, a hydrocarbon such as paraffin, a fatty acid and/or a polyvalent metal compound, and the buoyancy of the treated material is adjusted to obtain a hydrophobic floating paper piece, a particulate, a flake or the like.
