Methods of delivering an agent in a tissue-specific manner, by targetingannexin Al, a derivative of annexin Al, or a binding partner of annexin Al,are described. The methods can be used for detecting, imaging and/or treatingneoplasia, angiogenesis or neovasculature, as well as for diagnostics andmethods of assessing treatment efficacy. Antibodies to annexin Al are alsodescribed, as are methods screening for agents altering annexin Al activity.
