To provide a medical image processor capable of producing efficiently, many medical images for machine learning.SOLUTION: A medical image processor 10 comprises: a virtual image generation part； and a learning image sending part. The virtual image generation part generates a virtual medical image corresponding to a medical image which is acquired by a second modality, on the basis of a plurality of tomographic images acquired by a first modality. The learning image sending part sends the virtual medical image to the device for machine learning. The virtual image generation part generates a plurality of virtual medical images by cutting out the plurality of tomographic images by changing at least one of a position and a direction of a cut-out surface crossing the tomographic images.
