PROBLEM TO BE SOLVED: To provide a watching management device for providing appropriate information to each staff, a control method thereof, and a watching system. SOLUTION: In a watching system, a management device 200 for managing a monitored person and staff of a facility includes a communication unit 204 for communicating with other devices, each terminal device 300 held by a plurality of staff, and a management device. The storage device 220 that manages the communication history includes a staff management table and a control unit 201 that controls the management device. The communication unit communicates with each terminal device. The control unit updates the staff management table based on the communication history of each terminal device. The communication unit further receives an event from the monitoring device 100 that monitors the monitored person. Based on the reception of the event, the control unit refers to the staff management table and selects the staff estimated to be present in the facility from the communication history. The communication unit transmits the notification associated with the event to the terminal device of the selected staff member.
