[Structure] Waste plastic, which is a poor conductor of heat, is heated little by little over a certain period of time to a temperature below the fusion temperature and above the softening temperature to reduce the volume under pressure. The plastic bag for disposal can be treated while filling the waste material at once or little by little, and the treated material is half-molded including melting and can be sterilized and kept warm to save energy. In addition, a partially fused product can be obtained by selecting the treatment conditions, which is convenient for storage and transportation including households, and can be easily treated each time a waste is generated, which only cleans and saves the treatment and storage space.
