PROBLEM TO BE SOLVED: To provide a cosmetic for hair decoloring or hair dyeing in which discharged foam has fine texture even at low temperature, the foam retention is excellent, and the foam is hardly fallen after applied to hair.SOLUTION: A cosmetic for hair decoloring or hair dyeing comprises: a first agent containing an alkali agent a second agent containing hydrogen peroxide and a non-aerosol type foamer vessel for discharging a foamy mixture containing the first agent and the second agent.
