By preparing a cosmetic for hair containing one or more hair growth active ingredients selected from (A) a cell activator, (B) a blood circulation improving agent, (C) an antiinflammatory agent, (D) a bactericide and (E) a local stimulant, menthol, and an amino acid-based nonionic surfactant in an amount of 0.01% by mass or more and less than 3% by mass, a cosmetic for scalp and hair which has improved transdermal absorption of hair growth active ingredient(s) by externally applying it to the scalp and hair, has a hair growth-promoting effect and a hair loss-preventing effect by particularly applying it to the scalp, and also has an excellent feeling of use when it is used is provided.
