PROBLEM TO BE SOLVED: To provide an ion generating element which can emit ions efficiently in balance by preventing extinction of the generated ions, and to provide an electrical apparatus equipped with it.SOLUTION: The ion generating element comprises a positive discharge section generating positive ions and a negative discharge section generating negative ions, disposed contiguously to each other while spaced apart by a distance required for ensuring insulation. One discharge section has a pair of discharge electrodes sandwiching a dielectric and a dielectric electrode. The discharge electrode includes a discharge part where discharge takes place, and a conductive part having the same voltage as that of the discharge part. The conductive part surrounds the periphery of the discharge part or a part thereof, and is arranged between the discharge part and the other discharge part.
