A finishing composition in the form of an oil-in-water emulsion. The continuous aqueous phase of the emulsion is about 20-85% water by weight. The dispersed oil phase of the emulsion comprises a non-volatile oil that is at least 50% by weight of a liquid UV agent. The composition also includes about 10-25% by weight of substantially spherical starch particles, silicone elastomer particles, or combinations thereof. The particles have a particle size of about 2-40 micrometers. The weight ratio of non-volatile oil to particles is from about 1:10 to about 1: 1.
