PROBLEM TO BE SOLVED: To provide a stable cosmetic composition in a state of a nano-emulsion or a micro-emulsion with transparent or slightly translucent, preferably transparent appearance of the emulsion, and to provide a cleansing composition in some cases.SOLUTION: A cosmetic composition in a state of a nano-emulsion or a micro-emulsion comprises: (a) at least one oil (b) at least one polyglyceryl fatty acid ester preferably including a polyglyceryl part derived from at least one nonionic surfactant of which HLB is 7 to 14, preferably 2 to 10 kinds of glycerin, preferably 3 to 6 kinds of glycerin, and more preferably 5 to 6 kinds of glycerin (c) at least one associative polyurethane (d) at least one polyol and (e) water. An amount of the oil included in the cosmetic composition is at least 20 mass% with respect to the total mass of the composition. The cosmetic composition may include a dispersed phase of which diameter is smaller.
