The present invention is to provide an apparatus for fodder fermentation and low temperature storage utilizing a heat pump, which integrates systems which ferment fodder and store produced fermented fodder at low temperatures, so that heat generated when storing fodder under low temperatures can be recovered to maintain temperature required for producing fermented fodder in a self-sufficient manner. The apparatus for fodder fermentation and low temperature storage utilizing a heat pump comprises: a fodder fermentation tank having a hot water tank, and a fodder low temperature storage tank having a cold water tank and a heat pump, formed between the hot water tank and the cold water tank, consisting of an evaporator and a condenser installed to absorb heat from the cold water tank to be supplied to the hot water tank. According to the present invention, heat generated when fermented fodder stored under low temperatures is gradually fermented can be recovered to maintain fermented fodder stored under low temperatures heat recovered thereby can be used in fermenting fodder, removing the need for additional power and thus reducing energy use. In addition, systems which ferment fodder and store produced fermented fodder under low temperatures can be integrated by a heat pump to enable temperature regulation for both systems, and equipment costs for the livestock industry can be reduced due to a simple structure so as to produce high-quality fermented fodder inexpensively to breed livestock.
