The present invention invents a zostera planting plate which can be a seed starter capable of safely and strongly transplanting the zostera in order to promote increase of fishery resources by newly constructing a zostera habitat in waterfront area where the zostera habitat is broken. Accordingly, the present invention relates to a method for manufacturing the biodegradable zoster planting plate (seed starter) which additionally includes slow-release fertilizer, which is formed with specially considered structure, to a concrete structure comprising bottom ash which is a kind of steel slag or cinder, aggregate, cement, and admixture.잘피 서식지가 파괴된 해안가 지역에 새롭게 잘피 서식지를 조성함으로써 수산 자원의 증가를 도모하기 위해 본 발명에서는 잘피를 안전하고 튼튼하게 옮겨 심을 수 있는 일종의 모종판이 될 수 있는 잘피 이식판을 발명하였는데 이를 위해서 철강 슬래그 또는 석탄재의 일종인 바텀 애쉬(Bottom ash), 골재, 시멘트, 혼화제를 포함하는 콘크리트 구조물에 있어서 특수하게 고안된 구조로 만들어진 완효성 비료를 더 포함하는 것을 특징으로 하는 생분해성 잘피 이식판(모종판)의 제조 방법에 관한 것이다.
