Disclosed is a method and apparatus for adjusting tourniquet cuff pressure based on individual tourniquet pressure (PTP) to facilitate performing a surgical procedure safely. The device includes a dual purpose tourniquet cuff adapted to enclose a region of the patient's limb to provide both a preoperative time sensor and an effector during the surgical time. The effector module is in pneumatic communication with the inflatable bladder of the cuff to maintain the pressure in the bladder near the PTP during the surgical time to safely prevent arterial blood entry beyond the cuff. A pulsation sensor in air communication with an inflatable bladder during pre-operative time detects and characterizes pressure pulsations that indicate the entry of arterial blood into the limb cuff-enclosed region.
