PROBLEM TO BE SOLVED: To provide an electric field generating device in which a strong electric field can be generated and an object to be treated can efficiently be guided to a zone where the strong electric field is generated.SOLUTION: An electric field generating area of an electrode 11a of a first electrode structure 10 is made larger than that of a core-shaped electrode 21 of a second electrode structure 20 to generate a strong non-uniform electric field between the electrodes. A fluid-passable passage is arranged and the first electrode structure 10 and the second electrode structure 20 are disposed in this order from the upstream side of the passage of the fluid being the object to be treated to the downstream side thereof to form the non-uniform electric field in the passage of the fluid. When the electric field generating device configured thus is used as a sterilization device 100, the object, which is to be treated and is passed through the first electrode structure 10, is guided efficiently to the non-uniform electric field and exposed to the strong electric field when passed through the second electrode structure 20 so that a high throughput capacity can be received joyfully.
