Provided is a configuration wherein a function of detecting radiation is provided separately from a function of detecting radiation as an image, said configuration being provided without increasing the size of a panel, significantly increasing the thickness of the panel, deteriorating image detection sensitivity and reducing radiation detection accuracy. A radiation detecting panel of this invention is provided with: a scintillator (71), which absorbs radiation and emits light and a radiation detector (60) composed of pixel sections (74) disposed in matrix on an insulating substrate (64), each of said pixel sections being provided with a photoelectric conversion section (72), a storage capacitor (68), and a TFT (70). The insulating substrate (64) is made to have light transmitting characteristics, and a radiation detecting section (62), which is composed of an organic photoelectric conversion material, converts light emitted from the scintillator (71) into electrical signals, and outputs the electrical signals, is provided, said radiation detecting section being provided on the opposite side (the side in the upstream in the traveling direction of the radiation) to the scintillator (71) by having the radiation detector (60) between the scintillator and the radiation detecting section. A partially reflecting layer (170) is provided between the radiation detector (60) and the radiation detecting section (62), said partially reflecting layer transmitting a part of incoming light through holes provided in the reflecting surface, and having the densities of the holes partially varied within the reflecting surface.Linvention concerne une configuration dans laquelle une fonction de détection de rayonnement est séparée dune fonction de détection de rayonnement sous la forme dune image, ladite configuration étant possible sans augmenter la taille dun panneau, augmenter de manière importante lépaisseur du panneau, détériorer la sensibilité de détection de limage et réduire la
