According to the present invention, a semipermanent make-up tool having an eccentric blade comprises: a body unit lengthily formed in the length direction； a grip unit in which an accommodation space of which the front is opened is formed therein； a fixing unit formed in the accommodation space and forming an insertion group as a part of the outer circumference surface is separated with the inner circumference surface of the grip unit； and the blade which is fixed and inserted into the insertion groove and of which the front end protrudes forwards. The insertion groove is formed in an eccentric position from the center part of the fixing unit.
