PROBLEM TO BE SOLVED: To provide a flexible circuit board having high design flexibility, and an endoscope having the flexible circuit substrate, capable of suppressing the occurrence of a restored bending and bending deformation.SOLUTION: A flexible circuit board 10 includes: an insulating base material film 12 a conductive wiring layer 14 formed on one or both surfaces of the base material film 12 an insulating protection layer 16 formed on the wiring layer 14 and a plastic deformation layer 18 provided on the outermost surface of at least one surface side of the base material film 12.
