PROBLEM TO BE SOLVED: To provide a hair-dressing cosmetic which exerts good hair-dressing effect and good hair-redressing effect, despite being water-based and having a low viscosity, shows no stickiness and high smoothness and gives a sense of a light finish.SOLUTION: The hair-dressing cosmetic contains: (a) (a1) a polyalkylene glycol polymer or (a2) a sugar alcohol, each of which is solid at an ordinary temperature (25°C) (b) a polyalkylene glycol polymer that is liquid at an ordinary temperature (25°C) and (c) a film-forming polymer.
