An aqueous topical composition is provided comprising (i) phenoxyethanol； (ii) 3-[(2-ethylhexyl)oxy]-1,2-propandiol； (iii) an emulsifier comprising a blend of macrogol and a fatty alcohol； (iv) at least one pH modifier； and (v) at least one hydrocarbon based emollient； the composition being free of parabens and p-chlorocresol. Preferably components (i) and (ii) combined form 0.5 to 2wt% of the composition. The macrogol is preferably an ether formed from the reaction product of a PEG and a fatty alcohol. The aqueous topical composition preferably comprises (i) phenoxyethanol； (ii) ethylhexyl glycerin； (iii) cetostearyl macrogol (cetomacrogol 1000) and cetostearyl alcohol； (iv) at least one pH modifier； and (v) white soft paraffin and mineral oil； the composition being free of parabens and p-chlorocresol. The composition is useful in the treatment of a skin conditions, such as dry skin or eczema.
