PROBLEM TO BE SOLVED: To provide: an oily cosmetic for eyelashes having excellent removability with warm water in addition to eyelash luster, curling effects and makeup sustainability (water resistance) peculiar to an oily cosmetic for eyelashes and a makeup method using the cosmetic.SOLUTION: There is provided a method for preparing an oily cosmetic for eyelashes, which comprises (A) 3 to 40 mass% of an oil-soluble film-forming agent, (B) 0.1 to 10 mass% of a nonionic surfactant having an HLB value of 7 to 10 and (C) 20 to 70% of a volatile oily agent and (D) 0.5 to 30 mass% of a nonvolatile oil agent, by using the (A) component and the (D) component in a mass ratio of 0.7/1 to 6/1.
