PROBLEM TO BE SOLVED: To provide a high internal phase W/O type emulsified composition which can be stably maintained in emulsified condition, and to provide cosmetic obtained using the same.SOLUTION: The high internal phase W/O type emulsified composition is provided that includes: emulsifier (A)； liquid oil (B)； an oil gelling agent (C)； and water (D), and that has a proportion of a water phase of 70 mass % or more. The oil gelling agent (C) preferably includes one or more selected from the group consisting of dextrin fatty acid esters and glycerin fatty acid esters. The emulsifier (A) is preferably a sucrose fatty acid ester.
