PROBLEM TO BE SOLVED: To provide a new type of a mount for solar cell panel that can be installed in a vinyl house and can adjust the state of shielding light due to the sunlight panel based on the quantity of solar radiation required by the growing crop； a solar power generating system using such a mount； and a method for installing such a solar cell panel.SOLUTION: According to the present invention, a mobile mount 1 for solar cell panel comprises: at least one pair of side leg portions 11, 12, which can be moved around the outer circumference of a building structure 9 provided as an installation target and can be moved by being guided by a pair of side rails 21, 22 extending in parallel in a ridge direction along opposite sides of the building structure 9 when the longitudinal direction of the building structure 9 is referred to as a ridge direction and the direction perpendicular to the ridge direction is referred to as a width direction； and a mount portion 14 on which a solar cell panel 8 is mounted, the mount part being configured to surround a cross-section viewed from the width of the building structure 9 by extending along the outer circumference of the building structure 9 from the at least one pair of side leg portions 11, 12 and connecting together above the building structure 9.SELECTED DRAWING: Figure 1
