A system for manufacturing a hot pack according to the present invention has a perforated part having uniform and fine holes in a sealing material to minimize the loss of an exothermic mixture when using a hot pack manufactured, and a mixing part and a pouch generating part for forming a nitrogen gas atmosphere can be provided to minimize air exposure of the exothermic mixture, and thus it is possible to manufacture the high quality hot pack having a long heating time and excellent heat generation strength.본 발명에 따른 핫팩의 제조시스템는, 봉지재에 균일하고 미세한 통공을 형성시키는 천공부가 구비되어 제조한 핫팩을 사용시 발열제 혼합물의 유실을 최소화할 수 있고, 질소 기체 분위기를 형성하는 혼합부 및 파우치 생성부가 구비되어 발열제 혼합물의 공기노출을 최소화할 수 있어 발열시간이 길고, 발열강도가 우수한 고품질의 핫팩을 제조할 수 있다.
