The present invention includes: an access guide (5) and a discharge guide (6) that are respectively provided at upper ends on one side and the other side of a base (1) which is provided with a control box (2)； an incision groove molding unit (20) that is provided on one side of the access guide (5) and forms an incision groove (77) in a fiber layer when a fiber layer (76) woven with a fiber is supplied through the access guide (5) on an outer circumferential surface of a metal rod (75)； a rotating cutter unit (30) that is provided on one side of the incision groove molding unit (20) and cuts an outer circumferential surface of the fiber layer while rotating； and a current supply unit (40) that is provided on one side of the rotating cutter unit (30) and heats a blade of the incision groove molding unit and a rotating cutter blade of the rotating cutter unit. According to the present invention, the incision groove and a cutting unit strand can be manufactured without being unwound in manufacturing a soft tissue fixing tool for a small thickness (e.g. 0.1 to 1.5 mm).
