The purpose of the present invention is to provide a two-layered oil-based cosmetic that is less likely to be caked regardless of the high powder content thereof, that has good powder redispersibility, and that has good usability when applied. The two-layered oil-based cosmetic is characterized by containing (a) a non-spherical organopolysiloxane elastomer, (b) silicic acid anhydride, and (c) a powder other than (b).
