PROBLEM TO BE SOLVED: To provide a stop-stick device and a stop-stick method that can easily stop and stick a harmful animal.SOLUTION: A stop-stick device 1 includes: a rod-like insulating rod 2 formed of insulating materials a positive electrode part 3 disposed in one end of the insulating rod 2 and serving as a positive electrode when a voltage is applied a pulsed voltage application circuit 4 electrically connected with the positive electrode part 3, and capable of applying a pulsed voltage of an electrical discharge energy of 5 J per 1 pulse, a voltage value of 30 kV and a frequency of 10 Hz to the positive electrode part 3 and a negative electrode part 5 electrically connected with the pulsed voltage application circuit 4, and serving as the negative electrode when the voltage is applied.
