PROBLEM TO BE SOLVED: To provide a device for forming minute air bubbles in a liquid to make the liquid to generate heat and a technique to which the feature for raising the temperature of the liquid is added as a value added.SOLUTION: In the use state of the device, suction pressure is at least once set to a strong suction state. That is, low pressure of a numerical value exceeding 110% is set with respect to suction low pressure at the time of rated operation of a vortex flow pump.
