PROBLEM TO BE SOLVED: To solve the defect of a body cooling tool using a water-absorbing resin.SOLUTION: A cooling tool encloses in a bag body 1 a water-absorbing element comprising a water-absorbing resin 4 and a high water-absorbing fiber 5 in a state that the water-absorbing resin 4 and the high water-absorbing fiber 5 contact each other at least partially. The water-absorbing resin 4 includes a first water absorption rate, and a first swelling rate, and the high water-absorbing fiber 5 includes a second water absorption rate lower than the first water absorption rate, and a second swelling rate lower than the first swelling rate.
