The present invention relates to a recirculating mobile toilet for promoting biological fermentation and dissolution which effectively digests organic molecules. Specifically, the recirculating mobile toilet for promoting biological fermentation and dissolution comprises: a step of forming a biological promotion chamber in an excrement storage container, metabolizing organic molecules into a natural microorganism which is a natural material in the biological promotion chamber to dissolve particles such as water until the organic molecules are in an element form, saturating carbon dioxide and dissolving particles such as water, saturating and oxidizing carbon dioxide into water, and decomposing a solid material such as an organic matter, sludge, a floating material, etc.; a second step of activating the natural microorganism using a natural catalyst which is an engine for supplying additional energy to allow a beneficial microorganism to breed and grow using a comprehensive soluble liquid nutrition bio catalyst to activate biological promotion; and a third step of allowing organic matters of feces and urine dissolved by a biological promotion principle to pass through a secondary and a tertiary fermentation/dissolution chamber to remove BOD, COD, and SS, and spraying a natural microorganism culture medium in a liquid form which is made a beneficial microorganism to an upper portion of a biological promotion/dissolution chamber using a promotion water circulation transport pump and a circulation device to effectively dissolve and ferment the excrements. A bio element and a culture contact agent are formed to activate the natural microorganism in the biological promotion/dissolution chamber. A natural bio ball is placed in an upper portion of the biological promotion chamber to operate the natural bio ball by buoyancy to prevent liquid from splashing upwards and scattering when feces are dropped.
