Described herein are oral care compositions comprising (i) a whitening complex comprising crosslinked polyvinylpyrrolidone complexed with hydrogen peroxide, and (ii) a thickening agent comprising a crosslinked polyvinylpyrrolidone, the composition further comprising (iii) a nonionic rheology modifier selected from at least one of a polysorbate surfactant and an alkylene glycol ester of a C6-C12 fatty acid, or a mixture thereof.
