An adhesive solution is inserted into the container and agitated. A street light protecting board is produced by pouring the PS balls on which the primer solution and the adhesive solution is applied into a street light protecting board frame with a certain shape, and tramping the surface. The street light protecting board which is tramped in the frame is dried for the certain period of time. The street light protecting board is separated from the frame.
