PROBLEM TO BE SOLVED: To provide a method for solubilizing ethanol-extracted solution of propolis into water and a water-soluble propolis composition and further, provide a method for solubilizing a propolis component not containing ethanol into water and a water-soluble propolis composition not containing ethanol. SOLUTION: This method for solubilizing extracted solution of propolis into water comprises using a surfactant which is soluble in water and ethanol when extracted solution of propolis is dissolved in water and has >；=11 HLB value and polyethylene glycol chain.
