The present invention relates to an air sterilizing and purifying device having a self-cleaning function so as to actively clean a photocatalyst filter that comes in contact with contaminated air to sterilize and deodorize the contaminate air. The air sterilizing and purifying device comprises: an enclosure-shaped casing； a fan motor installed in the casing in order to provide a suction force； at least one filter installed in the casing； a sterilizing lamp installed in a purifying chamber of the casing so as to emit ultraviolet rays and sterilize the contaminated air； a plate-shaped photocatalyst composite filter installed in the purifying chamber to be spaced from the sterilizing lamp and having a surface coated with a photocatalyst agent that reacts to the light of the sterilizing lamp and comes in contact with the contaminated air； and a cleaning unit installed in the casing while contacting the photocatalyst composite filter so as to spray water on the surface of the photocatalyst composite filter and to clean the photocatalyst composite filter thereby. By means of the present invention, the cleaning unit installed in the casing sprays water on the surface of the photocatalyst composite filter so that the contaminants deposited on the surface of the photocatalyst composite filter are easily cleaned out.
