PROBLEM TO BE SOLVED: To provide a land use planning method by which it is possible to obtain a more abundant ecological environment and also obtain grounds for the green area improvement plan from the ecological environmental point of view. SOLUTION: An ecological potential expressing the relation between a land coverage state of peripheral areas including the areas for a land use planning, birds living there, and a land coverage state preferred by them is detected, and considering the continuity, etc., with the peripheral ecological environment, a planned target ecological potential targeted for the land use planning areas are set, and land coverage classification permitting to obtain this planned target ecological potential and each composition ratio are detected (step S4-S6). And, a degree of nature activity obtained by overlapping a green area vegetation state of the land use planning areas and inhabiting states of species, etc., living here is detected (step S7), and an area with a low degree of nature activity is used for development, and regarding an area with a high degree of nature activity, a use plan is set up according to the land coverage classification and each composition ratio as an ecological environment conservation area (step S8).
